Overheating of a water moderated reactor will cause the reaction to slow down. I doubt they use those ridiculous graphite moderated reactors in modern japan.

So am I, but the Japanese government is obviously concerned, evacuating a three kilometer radius of people.
I doubt something will happen, but it's good that they stay on the safe side.
