Rutgers has an immediate call system for a taxi away from the area or police, for instance, all across the city. They're usually there within seconds.

Update at 11:23 a.m. ET: Amanda Huchler, a student on campus, tells USA TODAY's Rachel Roubein that she is among students locked into Hahn Hall. "The professor is still teaching," she says. "Everyone is calm and no one seems worried. Tech is doing a great job of keeping everyone safe and secure."

If you look for them, there are a lot of news posts (not Facepunch posts) about attempted school shootings that were stopped before they happened, so it looks like most people have their shit together, and let's hope this turns out to be a school shooting that was stopped before it could happen, or even better, no school shooting even intended by the person with the gun.
