No they are not, almost all cigarettes will have FSC on the packaging which means that the cigs stop burning by themselves. It stands for "fire safe chemical" go buy a cig, light it and it will sputter itself out after a minute or so as long as you don't inhale it.

5 minutes is still pretty quick, at least for an american cig. it takes me ~7 minutes to smoke an american cig at a normal speed.
maybe chinese cigs just burn faster

I finish cigs at around 5 minutes, but I haul on them to get really head shakered.

i did read the article. the fact that other places don't have them doesnt mean they put burning chemicals in their cigarettes.
