I'm on a register too some times. I will personally say Mexicans are the least of my worries. South Korean/Japanese/Chinese/etc. who do not speak English tend to be the worst.

We may have to official language, but every road sign is in English. English maybe shouldn't be a requirement for citizenship, but is should be one for driving.

People who don't speak English come here on education visas and take second language courses all the time, so apparently it's not an up-front requirement. Also, immigration allowances for spouses and children don't require English-speaking ability.
