Honestly if Iran want a nuclear program they should start one and ignore the UN/US. All the sanctions imposed on them after their first attempt at developing a nuclear program are still in place so they might as well stop trying to get approval from the west seeing as they'll never say yes to any kind of nucelar program. Pakistan - the worrying part is that the country is unstable as fuck. As you've already noted, Pakistan probably holds their nuke somewhere under prime minister's bed.
