its an insect flying past the lens. Seeing as the camera is not pitch black at 1:30AM, I'd assume it has an infrared light mounted underneath the lens. The infrared light reflects off of the insect and back into the lens, producing a bright white light.

It would be nice to know if they have a street light or some kind of mounted light near the camera facing out. With those cameras, the light shining on the reflective body of a moth or some similar critter would create that glowy over exposed look, easily explaining this.
I know everyone's suggested moths already but I figured I'd explain that option a tad clearer.
