Well he is under federal investigation
It's not just Perry, but the whole of the Texas Republican party. Especially recently with the large influx of Mexicans and political organization among them, it's the only thing threatening them in making the state a one party one.
Currently, most of the Texas democrats are from southern districts or within in urban ones. There's been some demographic shifts in some suburbs though which Republicans are targeting in order to prevent a shift in the future. Near me there is a city called Garland, and its official toll of Mexican-Americans is nearing 40%. The city is cut up three ways currently though in regards to its Congressional representation, which dilutes the Mexican vote.
Sad thing is they were doing this for a long time anyways. Including when most of the Republican structure were Democrats seeking to do the same thing with black voters.
To be completely fair, they also changed the 22nd district (Ron Paul's old congressional district) to include parts of the city.
It seems the goal wasn't so much to discriminate as much as it was to disable competition, most of them just happened to be not Rick Perry's color :v:
