Viewing CP I think would probably require that you spend money, that you network with pedophiles who make child porn, and shit like that. I can't imagine unless there's just places that just post that shit up that there's ways you could view that without harming someone. Not to mention anyone who provides child pornography that you view, by not reporting it, you could be considered to be causing harm by allowing child pornographers to function freely. There's places where it's free. Some guy went around posting a tor website or two back when GDi was around.

Well theoretically since they own and control the lines they could save a copy of every bit that goes in and out and have the content on their servers to look at.
However, unless I'm mistaken, such things are illegal unless you're working with police, and they have a search warrant. And even then I'm not entirely sure that's legal anyway.
