What a shitshow, either way this is going to make a lot of people unhappy and things will only worsen.
I'm surprised they didn't get them at least for negligence? Wasn't the crux of the case that they should have buckled him in and without being secured he was helpless to maintain a safe position in the van? Ruling this a homicide with no guilty party is ridiculous.
Not enough evidence to charge. They should have charged one of them and not the whole bunch, waste of money and resources.

but the police were not held accountable for the fact that he was unrestrained in the vehicle, something that was a violation of codes.
the issue is that even if he did that to himself (which i find difficult to fully believe) if people cant even trust the police to keep them safe in their custody then why would they ever see the police as legitimate. the police have not adressed adequately the frustration and mistrust with the citizens they are supposed to police and protect.
