That's what I was thinking, wouldn't most of those people be using either fake IP's or proxies? I know next to nothing about that sort of thing, soooo :/

The use VPN's, bot-nets and send fake packages with randomized IP's. Reporting it to the police is useless and it would be a wonder if they catch one or two. (The should have terabytes of logs now. And the police rarely investigates DDoSes.)

That's why you use protection :v:
You can't easily catch someone organising a DDoS attack. All they can see is a list of IPs sending packets to a certain port. Of those, some will be legitimate traffic, and the others can claim ignorance, or claim it was a virus. All they can do is report it to their respective ISPs, who will normally do nothing other than send a cease and desist letter, but more often than not it's just a warning, and an instruction to scan for viruses.
