This is because Americans have been - and I hate using this word - conditioned to be complacent about the abuse of authority.
In England, when one boy was shot by the police, rightfully or not, it sparked huge riots and protests across the entire country, something which caused millions of pounds in damages. Of course, the main purpose of the protest was later on blurred and distorted by simple opportunists looking to steal things amidst the chaos, but the main point stands regardless - people rose up and they rose up in huge numbers.
In the United States, this rarely happens. This is because the American police force has been militarized to hell and back, and have become easily aggravated at the mere sign of disobedience or aggressiveness. Some might even say that they exist simply to keep society in check, rather than to protect it. But I think that's an exaggeration.
I'll be the first person to stand up and protect the police against baseless accusations of "being pigs" or widespread corruption, but in the United States police misconduct statistics are far higher than in any other Western nation and it is flat out unacceptable. There is no running from the truth of the situation, American police officers are very likely to abuse their authority, I'm not claiming that all officers are, but statistically they are very prone to this type of behavior ( [url]http://www.policemisconduct.net/statistics/[/url] ). And I'm afraid that saying stuff like "good cops just dont make it unto the news thats why you think all cops are pigs" is not helping the situation.
Because 'good cops' are doing their jobs. Why should the media report on people doing their jobs in the first place? And how is saying "there are 5 good cops per 1 bad cop" helping anything at all but to serve as blind justification or create a false sense of comfort?

What people don't understand is that it all depends on a number of things.
1. What area you live in.
2. What are the social conditions like.
3. Sad to say but, what do you look like.
4. What is going on around you.
5. What are you doing.
All of these things matter when interacting with cops as well as other people. The list goes on and on.
