In every countries, US counted, there are a lot of acts that are considered exhibitionism and are being stopped by policemen. If you have to blow someone or have sex with someone in the US in public to be considered an exhibitionist, you just have to kiss to be considered one in their countries, and I don't see the problem with that - their culture just takes relationships to a certain level of privacy your culture doesn't necessarily have.

Some countries find the exposing of a woman's breasts offensive, some are perfectly okay with it. In some countries, you'll be asked by the police to wear clothes and in others; you would be left alone. Different people think differently, and when it really isn't such a huge sacrifice like this no one ever really gives a shit. That's why I'm so confused as to why you're so angry about this.
