Being naked in a city of rapists should be 100% legal, the rapists are the ones that should be arrested not the naked person.

Let's start the backstory.
It begins in the Early middle ages or end of the Classical era. Some would say French began in the late 5th century when Clovis I united the Frankish tribes and converted to Christianity...

No, France is banning them from exercising religious freedom in public.
That's victimization (and discriminatory) because there is currently nothing on the books that says a christian or jew or wiccan can't pray in public.
