It would probably work really well in a rubbled destroyed city, too, but how often are you going to fight in those

Besides, there's landscape anomalies in regular terrain, too. You're not going to change your uniform from green to gray when you stop fighting in the rural woodland and have to take over a small town.

Its just not feasible logistically and economically to have 1000 different uniforms for every soldier in any conceivable environment they might fight in. Realistically its not that much of a big deal anyway.
