There are such things as glitchless runs, good luck finding one of reasonable length and is still interesting.
Unless a run is marked glitchless, expect glitches.

There's that one mario stunt run where the goal was to get the fewest points possible (which means sitting at the flag until timer runs out)
My favorite glitch is the glados turret glitch, I always thought that one was particularly clever. Basically in portal 1, Glados loses a personality core when she is attacked by a turret.

By the way, a lot of speedrunners can be found on Twitch, though most of the popular ones are currently returning home from SGDQ.

I'm not sure for the first part, could be like Cognak where his stream has chat voice commands
and because that's how 'single segment' (and/or technically scriptless if you do save/quit/reload cause that breaks the single segment definition) works, there are a fair portion of PC runs where they time from the first frame after a load (dwahmov and a dark forces run come to mind)
if there was a good in game method of timing that excluded load times every runner would use that

That's been a debated topic in the PC speedrunning community. The rules for that differ between games, but I think the ones that have an ingame timer can use that.

Last time I checked playing a game without exploits or glitches was called a walkthrough, not a speedrun.

Well glitches are considered to be part of the game. No reason not to use them when you want to break a world record.

There is a huge community of speedrunners out there. Almost all of them exploit glitches to finish the games faster. It still takes a huge amount of practice and skill to get good times. If you think its "not a real challenge" if you use glitches, you're kidding yourself.

The voice thing is a glitch with FO3. Since he escapes during the 16-year-old phase, the game still considers him a kid and plays the kid NPC dialogue for entering/exiting combat and taking damage.
