Hell, Seoul will be damaged, but not completely destroyed, I am sure they built those buildings to withstand an artillery attack(or 100s). If anything, North Korea will lose all aid they have from China if North Korea attacks Seoul. If they did intervene, they are probably going to help SK. Really, what allies does NK really have that would help them in a war? The Cold War ended, Russia and China are tired with NK.

Many in the south has family ties with people in the north.
They may not have the best weapons, but as previous stated they might have something we don't know about; like some disease in a vial or something, or a bayonet.

The actual fighting has to be so devastating that guerrillas do not wish to pointlessly throw themselves into fire. Even in the upper atmosphere the effects of an EMP are difficult to properly predict. The Starfish prime tests messed a bit of stuff up, but we weren't properly equipped to fully test the extent of an EMP in such a situation. Current treaties prevent further testing of the type, so we are stuck with tests conducted in 1962 using equipment that wasn't appropriate, even for the time, for measuring the results.

Biological weapons can have a shelf life of a long time as long as you keep the bacteria, toxin, or virus in a controlled climate that it thrives or survives at. A biological toxin functions exactly the same as a chemical weapon. It will affect one area and only kill/hurt those directly exposed to the toxin. They are technically still bio weapons, but they are a far far cry from what people are actually concerned about when it comes to biological weapons. Ricin and Botox are only really likely to harm those with direct contact. The strength and extreme danger of a living biological weapon is its ability to self replicate. A genetically modified infectious disease would devastate your enemy and would have absolutely zero friend or foe identification (barring some pretty major R&D, and even then you run major risks). Weaponized versions of common infectious agents could do more damage than a nuke.
