Apprentices and journeymen get payed a fair wage here.
It's not like it's imposssible. Clearly the U.K. Rules are exploitatitive

I agree that they should be paid a fair wage (above minimum) but expecting a full salary is extremely silly.
apprenticeships are good where i'm at because you have to be paid the national living wage and you have to do regular reports on your work so that the qualifying body makes sure you are actually learning skills

A fully fledged plumber here probably averages around 45$ an hour, depending on the work. A journeyman makes around 24-28 IIRC. Apprenticeships pay around 17-20 generally.

Yeah, that seems about right. I was paid 15 dollars an hour while interning at a game studio, and it had risen to 19 by the time that I was done with it.
I definitely wasn't making, nor was I earning, the full salary of an entry-level staffed software engineer (~44 an hour)
I mean, it's nice to at least have the option. In the US its nearly impossible to find apprenticeships for careers like butchering which is what I want to do.
My company does apprenticeships in London. Well actually all over the world at all of our offices. But it seems that apprenticeships are way more off a standard thing overseas (I'm in the US)
We actually hire apprentices through some government program in Europe
I did an IT apprenticeship a couple years back, did one year with the company on the tiny apprentice wage, after I finished the course the hired me as a regular employee on a reasonable wage for the role I was doing, now I live in London working for a global tech company and I'm looking at a promotion which could see me earning in excess of £40k, mostly off the back of the experience I got during my apprenticeship.
I think I was lucky though, from what I've seen there seems to be almost a complete lack of regulation in terms of what is deemed an apprenticeship. However, as far as I'm aware the "proper" apprenticeships (like mine, or trades) will earn the employer a grant from the government upon hiring an apprentice. My old employer got £2k when they hired me (that basically paid for a few months of my wages) and another couple grand when I finished the course.
