A government doesn't vote itself into office, though.
Well the thing is I'm sure most of us want to see lobbying and bribery gone ( or at least heavily scaled back), the alternative to utilizing them in a system where they aren't gone is to just allow the other side to win.
It's like if you were in a race where you're allowed to take shortcuts (or steroids or whatever), you may disagree with the shortcut being in the race in the first place, but it would be stupid to just let the other contestant win by not taking it.

Hmmm... if a foreign power can fund lobbying groups in the United States, then I wonder what other countries are doing to influence American politice. I guess North Korea is funding a pro-North Korean lobby in America.

It..its brilliant.. You can rally the Republican base against lobbying by calling out foreigners like the EU and China. Nothing works better than Xenophobia when passing reforms.
