The Posse Comitatus Act has to do with the Federal Government using branches of the military in place of Civilian Law Enforcement. It has nothing to do with military prisons. It only affects private property, not federal areas like military bases (the only places that in-state MP's operate.) I haven't been following this thread much, but in the rare case of the current discussion still being about the OP, then I'll just say that there's a description of this job right on the army website that clearly explains what it is. Technical titles for jobs are often misleading in any field.

FYI The National Guard does emergency support, it does not maintain civilian prisons and jails under any circumstances. There is absolutely no reason for a military force to have guards "on standby" so they can send them to disaster areas and lock people up.
