It's actually more of a show to it's allies that it is still a superpower. Same goes for it's pretty hardline state with Georgia, natural resources and a couple of other things.

You need a certain range and reaction time to intercept them.
I didn't actually know we had anti missile technology to be honest, I thought MIRV missiles made them virtually useless.
i have to cut them some slack if there was a war i wouldn't want American's missiles any were near my assets. And if we do finishing installing the shield, Russia will be significantly weaker because it cant deploy and Long Range/Med range missiles to help forward the country in battle.

We do, it's just junk.
That's why there was that big focus on researching hypersonic projectiles, actually. Sure, you could use them to hit a target, but the main point would be being able to get up in an ICBM's business early. Right now, our anti-missile efforts are, to use the common analogy, like trying to stop a spread of shotgun pellets by firing another shotgun at it. You're trying to swarm MIRV crap that's trying to swam you, the whole thing ends up missing more often than not and being a huge waste of funds.
