The main tenet of Communism is abolition of the concept of ownership, so private enterprise does make it capitalist (or socialist, rather).

But in all seriousness, it's a huge Catch-22: Manufacturing jobs would provide alot of work for people who need it were they here at home, but then the price of shit would go through the roof.
