That is true, though there's also the overall point that Romney feels that Obama has been "weak" on foreign policy and is trying to shore up his own positions on that matter. A Romney campaign aide said in [url=http://www.telegraph.co.uk/news/worldnews/mitt-romney/9424524/Mitt-Romney-would-restore-Anglo-Saxon-relations-between-Britain-and-America.html]an interview with the Telegraph[/url] that the Obama administration has essentially neglected the UK and ignores the common "Anglo-Saxon" heritage of the two. Even in the original article with his point about British involvement in Afghanistan drives back to a common Republican point that came out before that Obama is neglecting established allies in the attempt to withdraw from Afghanistan.
His other choices on this "tour"- Poland and Israel- are pretty much along the same line of thinking. With Poland, it's the claim that the current administration has conceeded too much to Russia with regards to NATO and the missile shield. With Israel, it's the all-too-common Republican position that the Democrats are not "friends" of Israel and looking out for it. People may remember that Romney and other Republican hopefuls during the peak of the primary also made appearances at the AIPAC conference and did more or less the same thing.
It's a big show for the cameras back home and to drive up the rhetoric on the Republican criticisms of Obama that have been there since the last election cycle- that he is making "dumb" decisions, selling out our allies, and not really helping out America in the end. Bonus points if Romney gets the audience of these political players in the first place to hear such a thing! In short, Obama is not "aggressive" enough abroad.
Not that I believe any of this anyways, since foreign policy wise Obama has been at the level if not exceeding what Bush did with military actions abroad. But considering that there's also parts of the electorate who variously believe Obama is a socialist, muslim, crazed radical, fascist, etc. for what ever reason, that Obama is a weak-spined leader abroad would probably hold water with some voters if it is brought up enough times.

Boris Johnson's fantastic. I remember when he was first elected as Mayor, and quite a few were worried he would just bumble into some disaster.
