It makes sense if you consider that piracy is mainly a accessibility problem. For example;
My familly pays for netflix so we can watch all the shows we want etc. BUT Netflix does not have a linux client thus I use popcorn time/regular torrents to watch my shows on my linux computers.
I have a spotify premium account so I can listen to all the music I want BUT the audio quality tends to be shit and the interface makes me cringe. So I download a lot of music in flac format and listen to it that way. Also the linux client is shit.
A lot of shows/movies are not shown over here untill like 3 weeks after they came out (or even longer) so I download them.
Down with the EU.

I know many classic stealing pirates who would pay for things if they weren't so easy to just take for free. The problem of shitty services is another case.

Again that's an accessibility problem. That's why Netflix got so popular. Because it's easier and faster to use then to pirate the show/movie

Depending on where you get the content it can be almost or just as fast to pirate something (there are many devoted and efficient pirates and pirate communities) and the price factor is there too obviously.

Portugal has the same "legal for personal use but not for sale" stuff and I don't see the EU cracking down on it.
Pirating is supposedly illegal here too, nobody is enforcing it tho lol

That was a pretty shit law the ECJ did good on getting rid of.

Same thing here in Sweden. I love to watch Community, I would gladly pay for a service where I could stream the latest episodes. But no, Community is exclusive to Hulu in the US when it comes to streaming. If they don't want my money, that's fine, but I'll get access to the content regardless so it is their loss.
The only reason I was subscribed to Netflix was because I could access Netflix US through proxies and watch stuff from this decade compared to the Swedish site.

The ruling also applies to Belgian law. However, our government won't try very hard to enforce it on individuals.
