The only way you get a legitimacy claim is with actual election problems (like problems with ballots or counting). Other than that, it's legitimate and you have to follow the chain of command, or succession or whatever it's called.

we aren't that rational, these small snippets are easier to digest, easier to share and easier to reference. If he made 1 tweet linked to an article not many people would read it, he makes 120 tweets each with a snippet of important info each has a choose chance of catching ones eye, enticing them in to read the rest and they're easier to share. Eg if i rt one of his things people are more likely to read it than me rt a link to an article which nobody would read.
