How much does a dashcam setup go for?
Less than insurance premiums and court costs
If everybody in Russia can afford one they're probably not that expensive

G1W is $50, G1W-C is $70 (G1W-C has a capacitor instead of a battery, e.g. better performance in extreme temperatures but requires power source to run - this is what I have since it's hard-wired and there's no point in running on a battery anyway). Make absolutely sure you are buying from Spy Tec if you buy a G1W or a variant, as they are the only ones "guaranteed" to have the authentic ones (others will have an inferior chip/camera) and they have very good domestic service. I got a call from them the day it was to be delivered and they said it would be a knockoff because of a shipping error - they sent me an RMA and overnighted a new one.
A 32GB Class 10 Micro SD will run you $15. A 16 GB will run $9. Transcend is the only 32 GB card that's confirmed to work so don't cheap out on that.
The camera comes with a cigarette-to-miniUSB adapter of questionable quality. Some people complained of overheating, and it will take up a plug (there is no pass-through). I have a pass-through USB adapter which I use for the two cameras, my phone, and whatever else. The camera comes with a USB cable, but it's short (intended for PC use) so I bought 5 ft and 10 ft standard-to-mini USB cables, which are $5-10.
You might also want a can of matte black spray paint that is plastic-safe ($12 on Amazon, probably cheaper in a store). The lens has that stupid shiny thing, the LED cover is pretty noticeable, and the casing is somewhat polished, so a once-over with black paint did the trick.
All in, I paid $210 for the whole set. For a single camera on a budget, you could swing it for $60 (G1W + 16 GB).

Hey, always wondered...
How long does it take until the SD is full? Or in other words, how many hours of footage it can keep?

At the highest quality (1080p30), about 5 hours until it loops around on a 32GB card. More than enough to catch whatever accident you get into. You could probably reach 8 hours with 720p30 but the FOV will be limited. You could also buy a specific 64GB card and format it a specific way (forgot how, but some people say it works).
That's for a G1W and variants; different cameras sometimes have different bitrates.
