I don't know about you, but in our area, power outages are very rare. I've had the water go out more times than I've had the power go out.

I don't really have power outages more like very brief moments where the power has gone out and come back on. But everything in the area turns off

The smell of a rotting corpse is pretty distinguishable

By all means, it should have eventually gone off within six months, since televisions don't normally stay on for that long in one session of use and the power should have fluctuated either due to wear/city power issues or an intentional cutting of the power by the electrical company/building manager/etc.
Basically, this means the TV was essentially running non-stop for six months, without a power outage, unpaid electrical bill or worn down wiring causing it to turn off. Either that's one amazingly durable TV in a very odd coincidence, or being trapped in an apartment for six months with your own corpse is so boring that even her ghost wanted to watch television.

Power outages are extremely rare in Germany so it's not surprising there was none.
The electricity grid has better uptime than Google.
Paying bills is also not an issue, since almost all recurring payments are fully automated here.
You agree once and then the company takes the money directly from your bank account, super convenient and also safer than paying manually.
Safety standards for electrical devices are really high around here, so at the very least the power cord is unlikely to fail.
A TV also doesn't have that many moving parts and especially older models are very durable. Switching them probably causes more strain than running for a day straight.
Still, it's the largest point of failure after concerned neighbours.

Not many people encounter it though, depending on the kind of apartment they might have thought it was something else.
I don't think it would have reached bothersome levels for very long considering that temperatures reach freezing in the whole country and homes are generally well isolated due to this.
Some buildings also have central climate control that sucks the air out of rooms and forces intake from outside, like this student dorm here.
It's slightly annoying because I can't regulate the temperature that well but it almost completely eliminates smells from neighbouring apartments.
