I thought Israel was in 30-something place in the worldwide tests (with a lot of orthodox schools bringing the average down due to barely teaching anything that isn't about the bible), this must be just about the amount of education people are exposed to, not grades.
As someone who has lived in both New Zealand and Australia for extended periods of time: This list is bullshit.
This actually seems accurate, I love everyone saying "BS because america is on the list" While we do have a bunch of idiots, we are a very large nation. I am sure our country and your country share about the same idiot to educated ratio

This article is not about middle school or high school education, in which the United States would surely not be on the list. This article is about Universities, in which the best are located in the United States and the United Kingdom. The real issue here is price. The tuition in most United States colleges is completely insane compared to other countries.

I'm not surprised by the result with the US Despite the public school system sucking, this is only going by postsecondary education which is pretty saturated at the moment.
Anecdotal evidence makes me believe this list compiled by experts is incorrect!

While it's free in most European countries to go to universities their quality of education probably isn't as high as that of the American ones. The U.S isn't as stupid as people make it out to be, we have a fairly educated amount of people, really prestigious research universities and so forth. Granted we do have a number of foreigners who come here for college/stuff but the general populace is not all that idiotic. We do have a fair number of oblivious/ignorant people over various subjects, but all in all our education is fairly good, though very lacking.
