What does college refer to in this article? University? Because it seems that the definition is kinda broad, and I couldn't find a specific definition in the article, other than post-secondary education, which is still somewhat broad. I'm not saying the article's data is wrong, but what is it actually showing?

Its unfortunate most of it is from immigrants which pay more then Canadians for priority. Specifically Asia.

i can mostly agree with this, in my university classes (keep in mind i'm in northern british columbia) over half of the people are immigrants. white people are definitely the minority at UNBC

Most modern western nations have a literacy percentage of somewhere between 95 and 99.9.

Singapore iirc does extremely well in PISA tests every year.
Most educated doesn't mean they have the best education. Look at North Korea.
it's really hard to release acceptable research papers about this as every country has a different system. Country 1 has a really tough education so not many people get their papers in comparison to Country 2 who has a milder education - on terms of 'educated', country 1 is way behind country 2, but in terms of 'smart people' the educated people in country 1 are way ahead of country 2

Agreed. I'm from Ohio and I go to Ohio State University. It is a pretty good school, not one of the best, but due to in-state tuition, I'm getting four years of education for the price of one year at a private institution. If you're a lower-middle class family, you're in an awkward bracket where you have too much money for substantial aid, and too little money to afford pricey schools, meaning that state schools, loans, or the military are your only real options (assuming you don't have scholarships).
I got into my first choice university, but it was private and I didn't get any scholarships, meaning that I would have had to pay $52,000 a year. There's no way any average family can afford that without making some serious sacrifices.
