That's true, but people in this thread seem to be confused by the headline which states "most educated", because it can mean that they actually are more educated but can also mean that they just have a higher number of people who finished tertiary education, which is the case here.
But as you know most people only read the headline and post.

Hong Kong is basically sovereign, that's why they're listed separately.

The sheer amount of people who didn't even take the time to read the most basic parts of the OP in this thread is unbelievable. I want to experiment with this more often, and try to make people draw completely false conclusions because they didn't read the OP.
