Are you saying Afghan civilians? They were the only option. We couldn't just support Afghanistan directly without fighting the USSR directly. This was the only choice the government had.
What they fucked up on was the aftermath. They simply said, "ok war's done, cya Afghanistan" and completely stopped supporting Afghanistan when they most needed help to rebuild. That's why the armed militants took over. If we had helped in reconstruction Afghanistan would be one of the nations in the Middle East with the best relations to the US.

Don't be so quick to judge. Many of these countries are excellent for growing any sorts of "exotic" crops which we use daily. Sugar Cane is an example. Plus all these countries are extremely rich in natural resources. Just look at Brazil. They've found huge oil reserves, found the largest fresh water aquifer on the planet, have a gigantic unexplored forest (I'm not advocating the destruction of the Amazon here, but it's a key playing card), and not to mention extremely fertile lands. Brazil is already self sufficient with energy and oil, food (with the exception of flour), and other goods.
For the US to lose this during the Cold War would be devastating. Even though these resources remained mainly untapped until the 1990s, losing them would be unacceptable.
