Technically it's considered a part of the Police force. If they were invaded, it wouldn't be because of a single anime-helicopter and a couple of silly mascots they lose. It'll be because they're unstaffed, underfunded, have no combat experience and still use equipment from the 80's. Not that it matters though. The US and Japan have a mutual defense deal, so if anyone declares war on Japan we're going to defend them. That's why we have like half a dozen military bases in Japan and we do Joint-Training every year.
