The fact that you think "bribing" (or any other kind of kickback) only exists as a function of big business is woefully ignorant. Who do you think funds the research of many of these scientists? One big contributor would probably be the grants given by the politicians who feel strongly about doing lots of environmental controls... the same politicians who would chose the administrator who would chose those scientists. The key is transparency and disclosure. If all connections and data are public, like this bill is attempting to do, then it's possible to judge their work on it's face.
