That's called "Double Rendering". Basically it's the video of the faceposing and the video of the limbs moving played at the same time with a cut in the picture of one of the videos so you can see the other thing happening at the same time.
Basically, it's a video editing trick, not a Gmod trick.

You don't need to nitpick to see that it's just the same tired and old GMOD comedy formula:
-Spazzing ragdolls
-Wacky facial expressions
-Soundclips from other movies
-Rehashed forms of other jokes from other people/movies
-"Random" humor
I kind of liked the first joke with him trying to start up everything as if it were a car, but this kind of movie style has been recycling itself over and over for awhile now. It's a guaranteed success every time. Why bother trying to go towards something new and unknown and risk alienating your fanbase when you churn out videos chock full of pop/video game references with 1/4th the effort?
