What do you suggest we do with a country that threats the entire planet with nuclear war, that holds its entire population within a wall-less prison, forcing them to like and respect their leader and to live in agony for their entire lives?

That's pretty fucked up, especially on all those civilians who shouldn't be drawn into something larger than they even know of.
If something [B][I]does[/I][/B] go down then you're likely to see surgical strikes on political and military targets with the least collateral damage possible.
This would render the military next to useless, destroy the chain of command and ruin any morale the soldiers have once they start engaging with the military technology and hardware of South Korea/US/UN
Not only would it kill loads of civilians, the fallout would affect our good friends south of the border.

The only time a nuclear weapon is ever likely to be used again is in another state of total conflict, to deal a blow bigger than the opponent can take or recover from.
The other likely scenario is a dirty bomb acquired by an extremist group.

Being that there is literally no transparency in the regime it could be quite possible there is a power struggle playing out behind the scenes.

Even if this were remotely feasible you do realise that being a city with unreliable electricity there would be fuel generators everywhere. At least where the military and elite are concerned.
Everyone really should stop ignoring the fact that we had massive border skirmishes with North Korea in the late 60's, and that never boiled over into a complete invasion across the DMZ.

An EMP strike is not easily controllable, and any explosion would affect countries around them like China, SK and Japan.
