Why would Serbs want to go in European Union when it's going to collapse soon enough, and even bigger question is why would you join someone who bombed you for whole decade. Just wait until the new elections where we will (hopefully) remove the corrupted goverment, and get someone who actually does something for Serbia as president.
So Greece and other countries in Europe need a bailout, and now the countries that are bailing them out are going to China asking for the Chinese to bail them out. That's a bad sign, because I don't think anyone would even be suggesting accepting Chinese money(on Chinese terms I'm sure) unless the Germans and others know they can't cover the bailout with just their own funds. In short, simply by asking to talk to the Chinese they have given the Chinese all the leverage.

Germany needs to get out of this before they get dragged down. They're not a lifeboat, you fucking know?
