You need permission from the government to complain to them. That basically means they get to allow only the protests that won't achieve anything and reject any serious protests.

You've always needed a permit. They can not deny you a permit if it does not disrupt or harm anyone or anything and as long as you follow the law. The KKK can get a permit. The Nazi Party can get a permit. Baby Killers USA could get a permit if they existed. They can not legally stop you from obtaining a permit as long as the location, time, and actions are within legal bounds.

Even if I disagree with protesters it is their right to have their opinions heard no matter how retarded it is. As soon as the protest turns violent into a riot is when the riot police should come in.
