If it's an investigation for them, no, it's not obstructing justice. It doesn't matter how you feel. He said "charge", which means that you're trying to prosecute them for it. I'm saying that legally, it's not obstruction for the body who requested the investigation to say "you have X amount of time to produce results or we'll have to put an end to it".

Still doesn't make him legally guilty of obstruction, regardless.
He's now being investigated by Democratic Coalition against Trump, (Citizen Journalists that aren't Louise Mensch) and Some GOP has come foward against the measure.
