What actually got people mad about Putin is the fact that someone from his party unintentionally said in an interview that "Yeah, well, we kinda made a deal so Medvedev will just take Putin's place after the election." implying that the elections themselves are fake and that the government cannot be trusted.

Actually, 5000 is only official number, from diffirent parties. There're five other organisations with the right to train observers.

What they might conceivably succeed at doing were they to be elected is a little less clear.
