As nice a thought as that may be, it is simply impossible.
Finding a place to house, feed, and deal with the waste of 24 million people even if it was just for a day would be a nightmare bordering on the impossible even with years of prep.
Now add in the stealth component and it is well, WELL, beyond remotely feasible.
Unfortunately I fear the reason nothing has been done to prevent this situation from arising is because there is nothing to be done. But I hope that is not the case and that South Korea has an ace up their sleeve.

Here's an idea, do what they did on the Simpsons movie, have a giant glass dome over the city so artillery can't do anything, except add a door so that shipments can go in and out. It's 100% feasible in every way if large countries work together...

I've worked in an ER. I've heard screams of people who came in that were shot, seen blood both from children and adults, it's not war, but there are still people involved.
And I joined up for college and my career. I'm going to school to become an EMT.
