The "Russian Side" is basically their primary economical region which kept on growing since the second world war, mainly due to all the investments and piles of resource around Donetsk fueling it's industry. The payment capability in general is also disputed due to the fact that, well, we are talking Eastern Europe. Most people tend to end up equally poor for lots of reasons that can't be quickly summed up.
As for the graphs, Dwarden sort of fucked himself with the third one. You see those pale spots? That's the places with Russian language and national majority. Russia doesn't give much of a shit about us except when they feel we're cosying up too much to the West. They threw a fit when we joined the EU, but that's about it. Whereas they're more eager to encourage Eastern Europe to join their Eurasian Union.
