The Permanent Members are the reason why the UNSC sucks at resolving conflict. Libya and the recent Congo rebellions were a nice change, but it's based upon USA, France, UK, Russia, and China getting an untouchable spot for nearly a century. You can't have a Permanent Member make an intervention resolution on itself.

Though there's always a chance for it to rise out of the ashes in the far future, I guess. It suffered worse times.
