These are the people who have been attacking various Ukrainian government buildings in Crimea.
The double white cloths around the arm is the same marking used by Russian and pro-Russian forces in South Ossetia 2008. Additionally, two of them carry grenade launchers only issued to Spetsnaz/FSB/MVD. I wouldn't be surprised if Russia acts out "destabilisation" so that they can do whatever they want.

Note the holographic sight on the grenade launcher too. Ragtag rebels aren't going to spend a few hundred dollars on one of those, but Russian special forces are known to make heavy use of Western firearms accessories, such as that exact model of sight on the grenade launcher.
Those guys don't look like amatures...
What we know:
- they used blanks
- had fancy gear
- fired, then quickly left
- russian troops didn't even respond
For all we know this could've been an odd way to test the alertness of Russian troops as someone suggested on militaryphotos

More likely they are trying to make it seem like the situation is so dangerous and unpredictable that only the Russians can stabilise it. Also, the yellow armbands are the same ones worn by the snipers that killed people in Kiev.
I would assume that the non-uniformed guys are all ex-berkut and russian elite troops, mixed together.

The yellow armbands are nothing special. FSB troops in Dagestan and Chechnya wear them for IFF purposes so they're probably doing the exact same thing.
