Mercenaries would have to have been local, and we'd know about them since you can't hide this many vehicles.

Treaties don't mean a goddamn thing. They're just hollow words on pieces of paper. A country can and will blatantly ignore everything on it if they want to.
That treaty is not going to stop Putin. If he wants to occupy Ukraine by force he will do exactly that.

If the West doesn't respond at all to this it'll look pretty fucking pathetic on their part. Which is also what I'd assume Putin would want.

America won't want to do anything because currently as it stands:
Russian troops near a russian base
Unknown troops and vehicles across the region (might be well armed militia or even the ukerainian army)
Russian helicoptors flying over with permission of the interim government.

And what, pray tell, should the West do? We can't roll troops in, that's just a blatant call to war with the second largest modern army on the planet. Which isn't an option. We can't sanction Russia, they're so big they can just laugh and ignore the sanctions. Angry letters do fuck all, and Russia will just shrug and screw around during any negotiations to stall them into failing.

They allowed 7 and there are clearly more than 7 in Ukrainian airspace.
