Ukraine government won't risk it, because they know that the conflict will be regulated by other countries anyway and they won't have anything by the end of it but dead soldiers. Russian command won't risk it for the same reason, pretty much, nothing to gain from open conflict. There is [i]some[/i] possibility of war, but there always is.
