looking back at it... My first thought of the child labor laws is also true. Some districts have more child labor laws than the state.

It just supersedes any city ordinance automatically, not prohibits the passage of a new law at the state level. Obviously the state can (and should) pass a new law to repeal this.

It bans lesser-authorities (cities) from enacting the laws.
You can't just enact a law saying all future laws on X will be illegal— because all what it would take— is a new law repealing the law that made them illegal in the first place. Virtually; such a law would have no effect.

In practice it matters a hell of a lot. There are plenty of perfectly legal ways to discriminate. You just aren't allowed to discriminate against protected classes. IE, gender, race, religion, etc.
Hell, getting a loan is literally being subject to discrimination. Your credit score determines what you can get.
