Not necessarily, considering how extremely uneducated the general public is about questions like this in politics when issues like healthcare, taxes and education feels "closer to home". Chances are that laws infringing on both net neutrality and user integrity can be passed before anyone knew what hit them.
US cannot gain power to shut down websites in other countries. That is not possible. They can only shut down sites in us because they either use domain from us company or a hosting from us company. To shut a site from another country you would have to pressure that specific country.
So yeah, eat dick US, we don't need you policing the internet.

The US has a history of not ratifying international agreements.
Remember the League of Nations that the US government supported? The US congress never ratified the international agreement (one of the reasons why the League of Nations failed).
