Eitherway, her outfit makes perfect sense.

By your logic, your example of a "proper" Harlequinn outfit is also inappropriate because someone else would find it "sexualized" compared to the other ones.
Unless of course you are going to claim your definition of what is and isn't sexualized is absolute.
I think the argument of "is something or has something been sexualized" is completely and utterly irrelevant. If it exists someone will find it sexual.
Oh and let's not forget the part where Harley Quinn and Poison Ivy are fuck buddies.
Harley Quinn isn't just sexualized in design, she is a character with an active sex life in the official canon.
And Poison Ivy got [I]really[/I] sexualized in the later parts of the animated series.

Maybe they expected the comic book fanbase to be mature and level headed enough to appreciate good artwork.
And the comic book readerbase was definitely mature and level headed enough to appreciate it since it wasn't them who bitched about the cover.
And her previous costume was fine (on top of being recognizable and iconic), the new one looks far more generic.
