Don't think that the requirements are really reflective of the game, as Battlefield 3 had their requirements at the newest fucking hardware, yet a system that is a few years old can max it easily.
Rumour sates that they have the PC version running at 60fps
Though the rumour doesn't say what specs that 60fps was at.

Rockstar has never "officially" supported the modding community since the Hot Coffee fiasco (or even before that really), I doubt they will now.

It's getting released through steam on PC right? So it should have workshop support. That way custom races, matches, etc can be saved to the workshop for people to download and play. Maybe not modding at first but it could pave the way for it and it's support?
I'm buying a true 120hz TV soon.. let's hope I can get enough frames to utilize that

They'll probably use the same thing they use for the console versions. Rockstar Social Club.
Also, a Max Payne 3 physical copy didn't require steam, so GTA5 Retail probably won't either.

I hope it does require steam, game is way too big for me to download and I prefer when everything updates in steam.
If the CPU turns out to be the primary bottleneck of performance again, I'm actually ready this time.

I bought a quad-core back when GTA:IV came out and it's worked extremely well since then, stays cool and handles pretty well for most things, I just hope V is optimized much better than IV. I literally can't play IV at a reasonable framerate without using the lowest distance settings.
I've got GTX980, i7 3770k and 16GB RAM.
I can't run GTA IV well (still waiting for those "future PCs" it was designed for!), let's hope GTA V is better!

I imagine low would be potato mode.

I fail to believe that. I was able to run it at a pretty solid frame rate with a 6 year old rig and a GTX 580.
My friend has parts that are about 1-2 years older than yours and he can run it maxed with 60+ FPS. You're lying and just want to show off your shit.
Minimum system requirements:
You must have a job at NASA and access to one of their "supercomputers" to run this game.

GTA IV is weird like that, it runs perfectly on some systems, and like crap on others, regardless of the raw-performance of said system.
I can't run GTA IV maxed out with my i5 4690 + GTX 770 without it turning into a slideshow, it actually ran much better on my old Phenom II X4 955 + Radeon HD 5870 system

Sometimes the game allowed 250MB of VRAM and you had to manually allocate the max amount in a command line.
