What are taxes? They could get all their revenue from taxes and the charges of the services themselves.

And he basically turns it into his kingdom he has full control over

That's because NASCAR rules state that all competing vehicles have to look like a real world car, and it just so happens that the types of cars commonly used in NASCAR and the types of cars police departments reach for first coincide.
