They are a form of power projection, but of a different sort. They also need to be used differently in order to do so. However the point remains here that it wasn't being used in that fashion. It was in British waters where, given the actions of the British warship, it was a guest. I don't imagine it was there to intimidate the Spanish.

At check points we'd shoot a pen flair followed by warning shots in front of the vehicle. On convoy it would just be warning shots in front of the vehicle. Point being, flares are not "warning shots".
